Question/Comment:  How many community member from Iberville/Tremé sit on your boards.  Are there a percentage of jobs set aside for community members employment.

HANO Answer: The implementation of the Choice Neighborhoods Initiative grant is guided by the Implementation Working Team.  The Implementation Working Team is composed of representatives from the Housing Authority of New Orleans, the City of New Orleans, the Iberville Resident Working Team, Urban Strategies, the Recovery School District, and the Community Engagement Team which consists of Black Men of Labor, GCR, Inc., and Clifton James, LLC.

A key element of the Choice Neighborhoods Initiative grant is job training for neighborhood residents, especially for job placements in the construction, health care, and culinary fields that are likely to be located within, or in close proximity to, the Iberville/Tremé area.  While there is no percentage of jobs specifically set aside for community members’ employment, the job training programs will prepare community members for these opportunities.  In addition, HANO is requiring that the project developer, the Iberville Revitalization Company, and all contractors and subcontractors achieve a Section 3 hiring rate of a minimum of 30% of all new hires, and at least 10% of all contracts to Section 3 businesses.   It is anticipated that most Section 3 new hires will be residents of Iberville, Faubourg Lafitte, and the surrounding neighborhood.

Question/Comment: Does this include education and schools- as well as housing!

HANO Answer: Yes!  One of the primary goals of the “People” component of the Choice Neighborhoods Initiative is improved educational outcomes for neighborhood residents and the Recovery School District is one of four partners, along with the Housing Authority of New Orleans, the City of New Orleans, and Urban Strategies, in this effort.  The goals and outcomes are too numerous to list here, but you can read more about the education strategy in the Choice Neighborhoods Initiative: A Transformation in New Orleans Round 2 Application Narrative starting on page 30.

Question/Comment: get jobs for our people

HANO Answer:  All of the partners involved in the Choice Neighborhoods Initiative are committed to creating business development and employment opportunities for local residents.  The Transformation Plan includes literacy and job readiness training to prepare neighborhood residents for a wide range of job opportunities as well as specific training in the construction, health care, and culinary fields.  Additionally, HANO is now requiring that the project developer, the Iberville Revitalization Company, and all contractors and subcontractors achieve a Section 3 hiring rate of a minimum of 30% of all new hires, and at least 10% of all contracts to Section 3 businesses.  A Section 3 certified employee is: a) a resident of Iberville or another public housing property; b) a YouthBuild graduate; and/or c) a low – or very low-income person residing in Orleans Parish. A Section 3 certified business is one that: a) is owned by an Iberville resident or other HANO client; b) has 51% or greater ownership by individuals whose household incomes are 80% AMI or less; c) 30% of its full-time staff have households incomes of 80% of AMI or less; and/or d) will subcontract more than 25% of its contract with a Section 3 business.

Question/Comment: Instead of being political tycoons stop pocketing the money meant for rebuilding New Orleans and trying to get rid of all the black people and do something that actually helps out the black people of the New Orleans.  We are the culture, we are what keeps it alive and we should reap the benefits also.  Not the spoonfed whites that always have their way.
